Job Description (Roles and Responsibilities)

**Main Purpose of Job**:
At FCDO, we consider Monitoring, Evaluation, and Learning (MEL) fundamental to successful delivery; to drive evidence-based decision making in programming and policy; and to broaden the UK's (and global) overall evidence base for designing most effective diplomacy and development interventions. Elements of the MEL function at FCDO include developing high quality Theories of Change (ToCs) for our Business Planning and programmes at the design stage; operationalising the ToCs through robust results or monitoring frameworks to track progress toward objectives; and using the monitoring and evaluations data to learn, adapt, and improve effectiveness of programmes (learning), and assessing whether they succeed in achieving their desired impacts (evaluations).

The purpose of this role is to provide Monitoring, Evaluation, and Learning expertise across the British Embassy Jakarta to ensure our Country Business Planning and programmes are based on high quality Theories of Change; have best monitoring frameworks and systems in place; ensure programme teams take best evaluation decisions; and ensure we derive best learning from our monitoring and evaluation activities; all geared toward maximising the effectiveness of our work in support of the UK's International Development Strategy.

The job holder will be a member of the Development Management Unit (DMU), a small cross cutting team which sits at the heart of the Embassy. The DMU provides oversight of effective delivery of Official Development Assistance (ODA) and contributes to setting wider development policy, under the strategic direction of the Development Director. The job holder will report to the Head of the DMU.

**What will the Jobholder be Expected to Achieve**:
In this role, the MEL adviser will:

- Work closely with the Development Management Unit and senior management to develop robust Theories of Change and results and monitoring frameworks to underpin the Country Business Planning process
- Work with programme teams in FCDO Indonesia to ensure MEL is mainstreamed through the programme life cycle, including development of quality Theories of Change, clear and robust monitoring frameworks, making effective evaluation decisions, and supporting the annual review process, including analysing and validating progress data (both quantitative and qualitative) provided by our partners.
- Work closely with our implementing partners to clearly communicate to them the ambition of our programmes; theories of change; ensure they understand our expectations on results, data quality, and methodologies (such as UK's Climate Finance Indicator methodologies).
- Work with policy teams to identify relevant Theories of Change and KPIs to underpin non-programme work and feed into Country Business Plan reporting.
- Act as a link between the Embassy and central MEL and other resources, including, but not limited to, Evaluation and Statistics Cadres, ensuring the Embassy is updated with the latest guidance that FCDO produces centrally on Monitoring, Evaluation, and Learning.
- Lead the commissioning, analysis and validation of data for reporting on performance of the Country Business Plan, ICF reporting and other M&E products as required by FCDO centrally.
- Be an active member of the DMU and wider Embassy community. Supporting the Unit's objectives and participating in wider Embassy events as needed, including Embassy crisis response e.g., after a natural disaster.

**Resources Managed (Staff and Expenditure)**:
No line management responsibility

Essential qualifications, skills and experience
- A post-graduate degree in related fields (social sciences) with minimum 3-years of relevant experience
- Strong communicator with evidence of excellent writing and presentation skills
- Effective team player and ability to work effectively within and across teams
- Proven ability to deliver tasks at pace
- An ability to grasp technical M&E issues and translate them into clear and pragmatic advice and/or programmatic responses

**Other Skills / Experience / Qualifications**:

- A strong background in MEL
- A background in designing Theories of Change & monitoring/results. Frameworks for development interventions in multiple sectors, such climate, economic development, health etc.
- Some background in programme evaluations
- The ability to work independently and be able to build strong relationships
- The ability to effectively work with teams. Experience in working remotely with teams and colleagues is preferable

**Technical Competencies**:

- Demonstrates a thorough knowledge of research/evaluation methodology, method, and the latest techniques, including main quantitative, qualitative and evaluation methods (at e.g. post graduate level) with at least two years of applied experience. Is up to date with methodological developments.
