The New Zealand – Maluku Access to Renewable Energy Support (
) aims to accelerate renewable energy (RE) development to improve access to energy on Seram and surrounding islands in Maluku province. The five-year program is funded by the New Zealand Government Ministry of Foreign Affairs and Trade (NZMFAT) and is implemented by renewable energy company Infratec Ltd. in partnership with Mercy Corps Indonesia. NZMATES is working towards promoting and accelerating the identification of renewable energy projects and increasing their attractiveness and viability, through developing social and environmental assessments, technical considerations, and facilitating investment and funding from government, private sector, or other donors. NZMATES has partnered with and collaborates closely with PLN, EBTKE, Dinas ESDM, and BAPPEDA on increasing the use of renewables and improving energy access through grid-connected and off-grid RE projects.
The NZMATES Team is based in Ambon and provides support to fill gaps in knowledge, resources, and research, and that projects are aligned with the Government of Indonesia and community development framework and objectives. The proposed support for RE projects includes assistance with project identification and appraisal, technical and social assessments, finance matching, and project design to strengthen long-term sustainability. NZMATES is also intended to enhance local public and private sector capacity and offer opportunities for direct training, technical exchange programs, and interaction between Maluku educational institutions and NZ renewable energy specialists. NZMATES is a uniquely flexible programme which is designed to respond to the needs and priorities of partner organizations and changing realities on the ground. This requires a proactive approach to collaboratively design work plans and programme activities on an ongoing basis (usually every 6 months).
The Senior Stakeholder Engagement and Partnerships Officer (SEPO) will be part of the NZMATES Team, based at Mercy Corps Indonesia’s office in Ambon, and travel occasionally within Indonesia. The SPEO will lead, build, and maintain positive relationships with stakeholders in Ambon, Jakarta, elsewhere in Indonesia and internationally, communicating the work of NZMATES. He/she will provide guidance on local context, cultural norms, political dynamics, and regulatory requirements, and will lead the development of training partnerships and the implementation of NZMATES’ training activities. The SEPO will have an understanding of and carry out research on the energy sector institutional framework. The SEPO will take a proactive approach to building a network of local stakeholders and fostering good relationships with government (province, regency, and district level), the private sector, civil society, universities, Indonesian financing or potential funding entities, and other stakeholders involved in the energy sector. The SEPO in particular will be in charge of managing relationships with programme key partners, PLN and EBTKE and their branches.
The SEPO will assist the NZMATES Project Steering Group (PSG) in Jakarta and the Technical Committee (TC) in Ambon. This includes tasks such as supporting the description on how to actively engage with project partners, identifying champions, defining decision-making processes, and communicating with key players, among other responsibilities. The SEPO will build and sustain close relationships with key staff in PLN, EBTKE, and ESDM Dinas, and will support mapping and understanding internal relations and processes. The SEPO will also lead the development and implementation of NZMATES’ capacity building activities, through collaborating with partners to understand capacity gaps and develop training plans, forging and maintaining partnerships nationally and internationally, planning and organizing training activities and engaging contractors and third-party training providers when required.
The SEPO will provide logistical and linguistic support on stakeholder meetings and will support with translating documents. The SEPO will work closely with the Deputy Programme Manager and will be responsible with maintaining positive relationships with key players. The SEPO will support the NZMATES Team with guidance on local context and in-country briefings for any international visitors, and advice on political-economic dynamics and regulatory frameworks, including permits, policies, formal and customary laws, relevant to renewable energy and development.
