_Job Summary:_The USAID Tuberculosis Private Sector (TBPS) project supports private sector health providers to increase case detection, enhance access to state-of-the-art diagnostics and medicines, increase TB case notification from the private sector and promote public-sector stewardship for sustained response and commitment to achieve a Tuberculosis (TB)-free Indonesia. The overarching goal of TBPS is to increase the number of care-seeking clients in the private sector who are correctly diagnosed and notified and successfully complete TB treatment.To achieve this goal, USAID TBPS is supporting strengthened stewardship, planning and advocacy, and multisectoral coordination to achieve a sustained response and commitment to TB programming. Effective stewardship is an essential function of the health system and critical to ensuring long-term sustainability and resilience. Given Indonesia's decentralized health system, stewardship at the provincial- and district- levels is particularly important. In August 2021, Presidential Decree No. 67/2021 was issued, focusing on strengthened commitment and leadership of the central government, provincial government, and regency/city governments, increasing of participation of communities, stakeholders, and other multi-sectors in TB control. The Presidential Decree also requires the establishment of a TB control acceleration team responsible for coordinating, synergizing, and evaluating the implementation of the acceleration of TB elimination in an effective, comprehensive and integrated manner.In 2017, the MOH's National TB program (NTP) issued Guidelines on the Development of District Action Plans (DAP) for Tuberculosis, which outlines the processes for developing the District Action Plan (DAP) and fostering multisectoral engagement. This document provides a strong guideline for districts interested in strengthening implementation of their TB program using a multi-sectoral approach. In 2021, USAID TBPS completed a stewardship capacity assessment in Medan City and Gresik Regency to understand the level of local government commitment, multisectoral engagement, and financing for district-level tuberculosis (TB) programs, including how the activities were supported and/or aligned with their District Actions Plans for TB.Based on the strengths and weaknesses identified in this assessment, TBPS subsequently provided technical support to both Medan City and Gresik Regency in overall advocacy, planning, and resource diversification. This support also resulted in several lessons learned and areas for strengthened capacity at the district-level.This position will build on these lessons learned in terms of strengthening national, provincial, and district-level advocacy plans, integration of TB indicators in 5-year (RPJMD and Renstra) and annual planning processes (RKPD and Renja OPD), and diversifying funding sources for TB programming, including APBN (special transfer fund, regional and district-incentive funds), general transfer funds, village fund, and special autonomy fund & privileges fund, JKN - BPJSK (National Social Health Insurance), regional revenues and expenditures (APBD District and APBD Province), other sources of funding based on the Government Regulation No. 17/2017 article 9 (7f)). The position will support the MOH's (Sub-Directorate TB) to lead national-level advocacy as well as development of financial sustainability and funding diversification strategy to support National TB Program. This include maintaining day-to-day coordination with MOH and advocacy to relevant ministries.- Accountabilities:_Support national, provincial, and district strengthening of TB advocacy. This position will support MOH (Sub-Directorate TB) in ensuring that internal advocacy and support for the TB program is strengthened at national, provincial, and district levels. This position will facilitate support for Sub-Directorate TB in liaising with the stakeholders to develop TB advocacy strategies, including evaluating and diversifying existing TB resources and funding mechanisms. This will include supporting MOH in ensuring broader non-governmental coordination, identifying specific government and non-governmental actors based on their political power and ability to negotiate allocation of resources, including incorporating TB program activities across different budget line items. National parliament members and Civil Society Organizations (CSOs) should be involved in monitoring so that they are aware of and understand National TB programs. This position will gather inputs from National TB Program/NTP to support the development of national advocacy strategies. These lessons learned will be integrated into a national policy brief on how to strengthen overall advocacy, resource diversification, and public-private partnerships for TB programs and services.Strengthen cross-sectoral TB planning and accountability. The position will support the MOH's Sub-Directorate TB
