**CATALYZE Indonesia Senior Advisor (Part-Time; Short Term)**

**Project Overview and Role**:
CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth.

The CATALYZE "Asia Social Protection (ASP)" activity in Indonesia focuses on improving social protection and economic empowerment of vulnerable female workers in Asia. Through partnerships with the Government of Indonesia, notably BPJS Kesehatan, and private partners, CATALYZE will support BPJS Kesehatan to promote female informal sector workers' enrollment with and continued premium payment for Jaminan Kesehatan Nasional (JKN). CATALYZE collaborated with BPJS Kesehatan to co-create innovative interventions with the private sector that align with current BPJS Kesehatan objectives to address challenges to JKN enrollment and is hiring a team for the implementation phase.

***Primary Duties and Responsibilities**:
Reporting to the Team Lead in Jakarta, the part-time Senior Advisor will play a critical role in solidifying public and private sector partnerships for the project and building the capacity of the project team to effectively operationalize the project. This is currently a 6-month fixed-term assignment.
- Assist the Team Lead in implementing, monitoring, and adapting project activities, including work planning, budgeting, and reporting requirements.
- Support the Team Lead to work with partner institutions (public and private) by organizing and leading meetings and providing technical support to the program implementation.
- Coordinate and provide technical support to accommodate public and private sector requests, such as development of standard operating procedures (SOP) draft, technical materials and deliverables by drawing out results from the public and private sector
- led activities that showcase program result.
- Coach and mentor Private Sector Coordinator and Program Officer in developing their skills around partnerships and program implementation.
- Support the Team Lead to meet stakeholder and client reporting requirements, as appropriate.
- On behalf of Team Lead, represent the project at relevant professional meetings, working groups, and seminars to enhance project visibility and knowledge sharing.
- Prepare and present analyses, recommendations, briefing notes and assessments for both internal and client use.
- Ensure contacts, communications, tools, resources, and any other information are appropriately transferred to other CATALYZE staff with intentional transition plan to close out the 6-month assignment.

**Required Qualifications**:

- Extensive experience in progressively increasing project management roles, with a minimum of 5 years in a senior leadership position on a health project implemented in Indonesia or a similar setting.
- Strong understanding of Indonesia, the local context, including the government priorities and initiatives around the national health insurance scheme, demonstrated through familiarity or work experience with BPJS Kesehatan.
- Experience working with and strong reputation with the Government of Indonesia, especially BPJS Kesehatan and the Ministry of Health.
- Demonstrated skills in building and maintaining relationships with host governments, donors, private sector, other donor-funded projects and stakeholders, local organizations including women's empowerment organizations, and partners.
- Evidence of strong interpersonal and written communications skills.
- Oral and written fluency in Bahasa; business proficiency in oral and written English.
- Experience recruiting, developing, and managing staff and teams.
- Experience managing required programmatic and financial reporting requirements.
- Experience with monitoring and evaluation desired.
