**Responsibilities include**:
- Improve capacity of municipal actors, both public and private sector, to budget for and invest in disaster risk reduction and climate change adaptation and boost actions to strengthen their resilience to climate change and natural hazards
- Support community-level interventions such as micro-credit, banking, or insurance and foster public-private dialogue on resilience to advance risk management practices
- Conduct climate finance ecosystem assessments for select cities or districts to determine financial wellness
- Provide analysis and technical assistance to enable local governments to secure private and public financing to fund municipal climate-resilient infrastructure, potentially to include municipal bonds, loans from banks, and/or development finance institutions, or central government funding
- Build local capacity to engage in climate-smart capital investment planning and work with cities to analyse risk associated with infrastructure upgrades and planning for long-term maintenance costs
- Pilot or scale-up public-private partnerships to support disaster preparedness, private sector business continuity, and response capacity in target municipalities
- Map funding sources for climate-smart infrastructure upgrades and investment planning
**Qualifications**:
- Advanced degree in climate finance, economics, business,, or a related field preferred
- Minimum seven years of professional experience in development
- Strong capabilities in mobilizing development finance and capital investment, ideally for climate-related activities
- Experience conducting financial analysis, preferably at the municipal level
- Demonstrated expertise engaging the private sector for climate-smart investment
- Strong ability to engage constructively and diplomatically with a wide range of government and non-governmental institutions, private sector actors, local civil society organizations, and local stakeholders with divergent perspectives and interests
- Demonstrated leadership, versatility, and integrity
- English and Indonesian language fluency required
