We are seeking a highly skilled and experienced Procurement Consultant to join our team. The ideal candidate will have a strong background in procurement within Indonesian government or State-Owned Enterprises (SOEs) projects, and extensive experience working on internationally funded projects, particularly with the World Bank.
The Procurement Consultant will be responsible for managing the procurement of goods and services, ensuring compliance with relevant regulations, and contributing to the success of projects through efficient and transparent procurement processes.
Key Responsibilities: • Procurement Planning & Management: Lead and manage the procurement process for government or SOE projects, from planning to delivery, ensuring timely and efficient procurement of goods and services.
• International Funded Projects: Oversee procurement activities related to internationally funded projects, with a focus on compliance with donor requirements, especially the World Bank's procurement policies and guidelines.
• Regulatory Compliance: Ensure that all procurement activities comply with Indonesian government regulations, SOE procedures, and international standards as required.
• Vendor Management: Identify, evaluate, and maintain relationships with suppliers, ensuring competitive pricing, quality, and timely delivery of goods and services.
• Bid Process Management: Manage the preparation of requests for proposals (RFPs), invitations to bid (ITB), and other procurement documents. Lead the bid evaluation process and negotiate with suppliers to secure the best terms.
• Contract Administration: Oversee contract execution, ensuring that contractual obligations are met, and manage any contract amendments or disputes as they arise.
• Risk Management: Identify and mitigate procurement-related risks in projects, especially in terms of supplier performance and contract compliance.
• Documentation & Reporting: Maintain detailed records of procurement activities and provide regular reports to internal and external stakeholders, including donors and regulatory bodies.
• Capacity Building: Train and mentor junior staff on procurement processes and compliance with World Bank and government standards.
Qualifications: • Educational Background: Minimum of a bachelor's degree from any major. Advanced degrees in business, supply chain management, or related fields are an advantage.
Experience: • Minimum of 7 years of experience as a Procurement Expert, with proven experience in Indonesian government or SOE projects.
• Strong experience in handling procurement for internationally funded projects is highly desirable, especially with the World Bank.
Certifications: • Goods/Services Procurement Expert certificate or prior completion of World Bank Procurement certification is preferred.
• Additional relevant certifications in procurement and supply chain management are a plus.
Skills and Competencies: • Strong understanding of procurement processes, regulations, and best practices.
• Excellent negotiation, communication, and interpersonal skills.
• Proficiency in procurement software and Microsoft Office Suite.
• Strong analytical and problem-solving abilities, with attention to detail.
• Ability to work independently and manage multiple projects simultaneously.
Preferred Qualifications: • Experience in procurement for large-scale infrastructure, development, or public sector projects.
• Knowledge of Indonesian government procurement laws and regulations.
• Familiarity with World Bank procurement processes and guidelines, including the ability to navigate the procurement framework of international donors.
