**JOB DESCRIPTION FOR THE DEPUTY TEAM LEADER**

**Project Title**: Fleming Fund, Indonesia

**Position**: Deputy Team Leader (DTL)

**Location**: Jakarta (On-site)

**Level of Effort**: Full time

**Reports to**: Team Leader

**Project Overview**

The Fleming Fund is a U.K Department of Health and Social Care programme to help low
- and middle-income countries fight antimicrobial resistance (AMR). DAI's Fleming Fund programme in Indonesia is a collaboration with the Indonesian government to strengthen systems using a "One Health" approach—a multisectoral approach to complex health problems that reaches across human health, animal health, and environment sectors. DAI helps Indonesia become a leader in combating AMR, and a model for better management of antimicrobials in human and animal populations.

**Position Summary**

The DTL will primarily oversee operational and financial matters but will also serve as a second approver and key point of contact for interactions with the DAI finance, operations and management, counterparts in the Government of Indonesia on financial and operational matters, and the Managing Agent. In addition to overseeing grant finance, budget management and forecasting, operations, HR and coordination with technical experts, the DTL will take responsibility for ensuring the Grant is in compliance with GoI registration and reporting requirements including monthly technical and financial reporting, annual BAST (handover) reporting overseeing the (junior) Grant Compliance Officer.

Other key responsibilities include:

- Manage the day-to-day running of operational, financial and management aspects of the project.
- Oversee procurement processes in accordance with DAI Field Operations Manual and coordinate material and resources allocation.
- Oversee and review financial information and keep track of the project's budget delivered by FM.
- Manage the day to data partner inputs, escalate any performance issues to Team Leader.
- Regularly liaise with DAI Head Office on operational matters.
- Handle coordination with the client, development partners and counterparts in coordination with the TL.
- Ensure that the project runs with legality and conformity to established regulations coordinating GCO activities and ensuring timely delivery to GOI requirements.
- Supervise staff from administrative departments, HR/Finance/Procurement and provides constructive feedback.
- Foster and encourage constructive relationships within the Grant team, including listening to staff issues, arbitrating where appropriate, and escalating issues among team members to the TL or DAI management/HR specialists as needed and in accordance with DAI policy.
- Represent the Grant to the GOI, external partners, the client and within DAI on operational and managerial matters, when requested by the TL.
- Lead project financial and operational reporting with support from the procurement and financial managers.
- Manage procurement and mobilise financial resources for consortium staff (STTA, in country consultants, etc.).
- Maintain daily oversight and control of in-country programme resources and ensure that adequate funds are available for the smooth running of the programme.
- Coordinate FM on budget preparation within the programme and monitor budget compliance and forecasting.
- Oversee FM financial relationships with external stakeholders including Banks, Donors, Contractors, Government Departments and agencies, suppliers etc.
- Undertake joint field monitoring visits and provide supportive supervision and feedback to the country team and consortium partners.
- Facilitate coordination and constructive working relationships between Technical and Operational teams.
- Requirements
- Bachelors' and/or Masters' degree or equivalent qualification.
- Minimum of 10 - 15 years of experience working on donor-funded projects in a related role and with demonstrated supervisory experience. Experience working with DFID/FCDO funded programmes is an added advantage.
- Demonstrated experience in operations, financial management and oversight of budgets, finance, compliance, procurement activities, grant management and familiar with local regulations.
- Ability to develop relationships with government and its agencies, civil society organisations and private sector organisations is preferred.
- Fluency in written and oral English is required. Good understanding of local language is also required.
