Job Purpose and Impact
The Government Relations Associate Director will strategically lead and represent the company on legislative and regulatory affairs with elected officials and government officials in regulatory agencies. The person will be responsible for all government relations activities within the South Sumatera Region for PT Hindoli and STAL, including but not limited to all permits and licensing activities/target, high impact of relationship establishment with external stakeholders (government within sub-district, district and provincial level), related associations, fellow companies, selected NGO(s), community and others, and also contributes positives initiative to strengthening Cargill/CTP's reputation through government relation activities within the region. Key Accountabilities
Manage and establish high impact communicatioan and relationship with government officers within Region 5 (SUMSEL) and mill location regularly. Rebuild the relationship where necessary (especially with KANWIL, Dinas Lingkungan dan Perhutanan, BPN, Bupati, KSOP) to ensure that CTP has good and positive reputation with all government office within the region.
Manage and ensure both PT Hindoli and STAL comply all the permits and licensing based on the rules and regulation which are required by local and central government. Establish close communication and teamwork with GMs and other PT Hindoli Leadership team, to ensure that the business has 100% compliance in licensings and permits
Manage and process all the outstanding permits and licensings (especially for IUP, HGU and Forest Release if any) with agreed timelines and in line with Cargill guiding principle.
To ensure that all regular report to the government in provincial, district level and central government (working with GR HO) are submitted on time
Monitor the local regulations and work closely with Legal Dept to ensure CTP is in Full Business Compliance to Plantation Regulations.
Maintain the Electronic Library to ensure documents are kept safely and easy retrievable at any time when needed.
To manage and support the operation and other department for any disputes/conflicts with the community/other parties where required.
To manage and develop her/his team in the region with an appropriate individual development plan and taking support from HR department. Qualifications
Minimum Qualifications
Bachelor's degree in Economic, Legal, Management, Agriculture, Forestry or equivalent experience.
Good in English for both written and spoken are required
Having 10 years in the same position within oil palm company with 5 years at managerial level
Having hands on experience in handling Izin Lokasi, IUP, HGU and Forest Release
Having experience in establishing good relationship with government officer based on values and ethics
Having experience in managing conflict when it comes within her/his responsibilities
Minimum of six years of related work experience Preferred Qualifications
Have Government Relations skills with the ability to build and maintain stakeholder trust and align with the company's vision and mission.
Have ability to adapt quickly to changes in industry trend, policy, and politics
Good communication and negotiation skill - Having the ability to convey ideas, arguments and rebuttals to protect the interests/position of the company
Have good leadership skills to drive in achieving the Company's targets (within GR scope)
Have a deep understanding of the process of making public policies, regulations and political dynamics
Ability to convince and influence people - must have extensive and influential networking and be able to build and maintain strong relationships with stakeholders.
