Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care as per Indonesia's Law.
TAKENUSA Project focus on strengthening comprehensive Post-abortion Care (PAC) and Family Planning service that is women-centered, safe and non-discriminatory. It will be implemented in 3 districts of Nusa Tenggara Timur province - Kupang, Kabupaten Timor Tengah Selatan, and Kabupaten Flores Timur.
The HSS Field Officer Kupang is a part of TAKENUSA Project team. The HSS Field Officer main responsibilities is to ensure the successful implementation of activities as per the workplan within the area of intervention in NTT Province (Kabupaten Kupang, Kabupaten Flores Timur, Kabupaten Timor Tengah Selatan). The HSS Field Officer also responsible in the implementation of activities and provides technical support to all areas of program implementation (health system strengthening, community access, monitoring) in Kabupaten Kupang,
The HSS Field Officer Kupang report to TAKENUSA Project Coordinator and s/he will need to coordinate within relevant units and other staffs in Yayasan IPAS.
S/he collaborates with the Health System Strengthening (HSS) Unit to ensure successful intervention that strengthens provision of comprehensive reproductive health service in project areas. This position also collaborates with the Community Access (Cx) Unit that partner with sub-grantees in engaging women, girls, and other actors to raise awareness, strengthen skills and creating safe and enabling environment to access reproductive health services.
Position is based in Kupang, NTT.
Project Management:
- Participate in the development of detailed implementation plan (DIP) of HSS and Cx activities in the area of intervention (NTT Province);
- Specifically lead in the development of detailed implementation plan (DIP) of HSS and Cx activities in Kabupaten Kupang;
- Prepare and implement activities relevant with the DIP in all areas of intervention and ensure its high quality execution. This includes but not limited with ToR development and coordination with Yayasan IPAS support team;
- Be active in regular update with HSS Specialist and Cx Officer to maintain and improve quality project implementation in health facilities and communities;
- Conduct regular TAKENUSA project monitoring, document it, and submit the monthly report timely to the Project Coordinator;
- Coordinate the TAKENUSA project implementation with District Officers (DO) in Kabupaten Flores Timur and Kabupaten Timor Tengah Selatan;
- Review and submission of monthly work reports and calendar of activities of all intervention area within TAKENUSA project, to the supervisors.
- Identification of success stories within the health facilities and community in Kab. Kupang and liaising with the relevant technical focal person for documentation
- Identification of any delays, areas/ issues that may cause delay in implementation and ensure that this is quickly addressed through the relevant Ipas channels
- Represent the project in day to day coordination with the relevant stakeholders and liaise with government partners, including but not limited to DOH; Regional Planning and Budgeting Agencies, both in Kabupaten Kupang and in Provincial level.
Health System Strengthening
- Coordinate capacity building activities related on reproductive health and family planning services at various assigned health facilities, in accordance with DIP;
- Supporting health facilities to organize monthly service delivery in-reach days and outreaches in collaboration with the community mobilisers and partners
- Link providers and clinical mentors/program support team members as need arises
- Liaise with the HSS Specialist on technical issues arising from health facilities for follow-up and action and monitoring;
- Monitor continued service provision of reproductive health services as supported at various assigned health facilities and documenting the same, include on timely report service delivery;
- Supporting implementation of quality of care checks through supporting integration of periodic client exit interviews in health facilities.
Community Access support:
- Support sub-grantees to ensure quality delivery of work planning and implementation of planned activities in community level;
- Liaise with the Community Access (Cx) Officer on technical issues arising from community access at the district level and provincial level.
M&E
- Complete relevant documents and products in the designated portal (for instance in Luna and Terra);
- Ensure submission of the reports on a regular basis or as directed by MEL team;
- When deemed necessary, contribute to the drawing of lesson learned from PAC, FP, and CSE intervention in community.
Technical Assistance:
- Provide technical advice for sub-grantee
