The BRAC Ultra-Poor Graduation Initiative (UPGI) seeks to hire a Senior Monitoring, Evaluation, Learning and Research Analyst (Senior MEL and Research Analyst) for BRAC UPGI Indonesia. Reporting to the Country Lead, the Senior Analyst will work closely with the UPGI Indonesia team to inform and help strengthen efforts to support national and local government counterparts to scale Graduation. This position will do this by helping to meet the team's information needs, documenting progress and capturing lessons learned, and supporting strategic learning and continuous improvements.
The position will also provide technical assistance and capacity building support government counterparts at the national and subnational level on Monitoring, Evaluation and Learning (MEL) associated with the graduation strategy, and will be responsible for informing and influencing efforts to scale proven graduation approaches through high quality and innovative research and policy engagement.
**The areas of responsibility for this role include**:
**M&E Technical Assistance and Capacity Building**
Provide responsive and tailored M&E technical assistance and capacity-building support to government counterparts to strengthen monitoring, evaluation and oversight, as required. This may include, but is not limited to
- Support for the design and development of MEL plan(s) for government graduation programme(s)
- Assist partners in design and development of well-designed MIS that facilitates convergence between Graduation and other government programs, supports household monitoring, and ensures program participants receive program components in the correct sequence
- Support the capacity building of national and local government institutions that are implementing graduation programs; and
- Provide responsive and tailored M&E technical assistance and capacity building support to government counterparts to strengthen monitoring, evaluation and oversight, as requested
**Support to UPGI's country team**
- Provide input and QA to the development of data collection tools (interview guides, stakeholder meeting facilitation guides, etc.)
- Maintain a thorough knowledge and understanding of the project activities and partnerships.
- Continuously monitor the changing political and operating dynamics in the context of state and national governance structures. Activities here might include, but are not limited to:
- regular stakeholder interviews, participant conversation and other data collection activities as required
- media tracking
- Maintaining regular communication with government agencies and other key stakeholders as appropriate and useful
- Identification, sharing and/ or reviewing documents and data related to the country's strategy
- Support the development of Terms of Reference (ToRs) for studies associated with the UPGI's strategy in Indonesia
- Undertake consolidation and sharing of data and analysis with UPGI country lead and wider Indonesia team on regular basis in order to document progress and wider changes, and inform decisions on strategic adaptations
- Ensure that program learnings are applied and adapted, as needed, for innovative and effective strategic engagement, co-lead any stakeholder reflection workshops carried out in collaboration with UPGI country lead and with the support of the UPGI MEL function
- Support cross-country learning agendas under the guidance of UPGI's Director - MEL
- Provide input into UPGI reporting as required
- Support on MEL plan for BRAC International grantees in Indonesia
**Research**
- Identify research priority agendas and lead on the design and delivery of robust research (including the commissioning, management and oversight of commissioned research, and/ or research design, technical support, field research as appropriate, analysis and report writing)
- Build and maintain an appropriate network of research partners to design and undertake research in Indonesia, and help to facilitate peer exchange
- Author peer reviewed reports, policy briefs, opinion pieces and other publications ensuring these are robust, policy-relevant and accessible
- Contribute to the development of UPGI policy recommendations based on research evidence
- Actively disseminate research findings and undertake external engagements through advisory work, convening and engaging in public events, media work and social media engagement.
**Other**
- Undertake senior-level representation and external engagement for UPGI on research and policy agendas, interacting with policymakers and providing senior level representation in research and policy agendas to position UPGI as an intellectual actor/leader in Indonesia
