In Indonesia, SNV has established partnership with the Government of Indonesia since 2013 through a Memorandum of Understanding (MoU) with the Ministry of Home Affairs. Up until 2023, SNV has worked in over 13 cities and districts that spread over 8 provinces. In 2024, SNV identified the enhancement of Monitoring, Evaluation, and Learning (MEL) as a priority for 2025 onwards. A dedicated MEL team ensures a strong framework development and implementation, efficient technical support for diverse projects, and fosters innovative learning both within and beyond the organisation. This position leads the MEL team, collaborating closely with PME Officers, the Knowledge Management Officer, management, and project teams.

Job Description Advisory Services Acts as MEL and KM technical expert for the Country Director, Sector Leaders, and Project Managers throughout different project stages i.e., design, inception, execution, closure to ensure the projects meet the SNV's minimum requirementsDelivers project(s)' MEL design and implementation, including leading MEL framework development, planning and implementing activities, contributing to report development according to SNV's and donor's requirementsEnsures and monitors the quality of both individual and MEL team performance, advises for necessary enhancements Knowledge Development Leads Knowledge Management initiatives and supervises KM Officer, including KM framework development, delivery, and evaluationEnsures progress, achievements, and lessons learned from projects are captured and shared in accessible platforms, applied in daily practice, and utilised to inform various needs (e.g., government reporting) and future works (e.g., business development)Proposes corrective measures to the Country Director, Sector Leaders, and Project Managers based on learnings identifiedParticipates in knowledge development expertise groups and in internal (e.g., SNV's Community of Practice) and external networks Project and Process Development Leads MEL team's work and budget planning, oversees its implementation, and identifies opportunities and challenges for quality deliveryEnsures MEL team's compliance with SNV's values and policies, advises and acts on improvements areaTogether with Project Manager, Sector Leader or Country Director to communicate the MEL deliverables to the donors, government or relevant stakeholders. People Management Steers MEL team members and coaches them both professionally as operationally on quality within the context of their assignmentsActs as a MEL and KM technical expert, offers constructive technical feedback to MEL team members and SNV colleagues Positioning Identifies SNV's strengths and weaknesses in MEL and KM, analyses market's needs, and advises the Country Director and Sector Leaders on necessary enhancementsInforms and coaches relevant colleagues about the latest development in MEL and KMActs as SNV's representative in relevant MEL and KM networks and in front of key stakeholders Business Development Participates in internal business development process and advises on MEL and KM aspect to meet SNV's and donor's proposal requirementsContributes to external business development initiatives, e.g., maintains and utilises relationships with relevant stakeholders Qualifications Bachelor's or master's degree in relevant area, such as agriculture, natural resource management, etc.Minimum 5 years' work experience in planning, monitoring, evaluation, and learning, especially in not-for-profit organisationsExperienced in leading MEL initiatives, including project monitoring and evaluation, knowledge development, generation, and disseminationExperienced in working with various donor agencies and demonstrated understanding of their MEL requirementsExperienced in working with diverse organisations, including government agencies, private companies, local CSOs, local associationsKnowledge of agri-food, water and energy sector, and key issues and actors in IndonesiaStrong project management skills, including activities and budgets planning, review, delivery, monitoring, evaluationExcellent interpersonal and communication skills, including the ability to successfully listen to, interact with, and communicate clearly with people from diverse background within the teamExcellent computer skills and fluent user of relevant MEL applications and platformsNative Indonesian speaker and fluent in English Additional Information Contract Duration: A year with the possibility of extension
