**Rationale**

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership supporting Member 'States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

A key area of concern for UN Women is women's economic empowerment as expressed in UN Women's Strategic Plan 2018-2021. Empowering women to participate fully in economic life is essential to building strong economies, establishing just societies, and achieving the 2030 Agenda including Sustainable Development Goal (SDG) 5 for gender equality and women's empowerment and several other SDGs relating to inclusive growth, decent work, ending poverty, and reducing inequality, and revitalizing the global partnership for sustainable development. Ensuring women's participation and leadership and inclusion of their needs, experiences, and skills in the economy requires intentional actions and commitments from both the public and the private sector.

**The Migration Governance for Sustainable Development in Indonesia Program (MMPTF Program)**

The Programme aims to enhance migration governance in Indonesia by supporting government capacities in evidence-based, gender-responsive migration management at national and sub-national levels through: (1) Strengthened migration governance and national priorities in line with the Global Compact for Safe, Orderly and Regular Migration (GCM), ensuring contributing to sustainable development outcomes and 2) Enhanced government 'stakeholders' capacity at sub-national level to maximize migration's development potential.

The Government of Indonesia took a leadership role in negotiating and adopting the Global Compact for Safe, Orderly and Regular Migration (GCM). The Indonesian Foreign Minister served as a Vice President at the Inter-governmental adoption conference for the GCM in Marrakesh, Morocco, demonstrating 'Indonesia's leadership and strong commitment, particularly in relation to the protection of migrant workers.

Indonesia's Migration governance is emerging as a concerted, whole-of-government focus and remains significantly diffused across national and sub-national government structures. Building common approaches and coherence in migration governance is further challenged by the decentralization of government policymaking and budgeting. These challenges also highlight the importance of strengthening the relationship and integration of migration in national and local development planning to accelerate the realization of the Sustainable Development Goals.

**Women's Economic Empowerment - UN Women Indonesia**

The Women's Economic Empowerment (WEE) programme in UN Women in Indonesia aims to provide access to skill development, resources and enabling environment to increase women's participation in the economy. There are four main focus areas on WEE in UN Women Indonesia:

- Business Sector's Engagement; UN Women engage companies to implement ''Women's Empowerment Principles (WEPs) to support gender-responsive workplace and ''women's enterprise growth;
- Leverage Digital and e-platform onboarding; UN Women work together with the technology sector and e-platform companies to enhance women 'entrpreneurs' access to market, in addition to digital and business literacy;
- Gender responsive skill development; UN Women facilitates entrepreneurial skill development for women that takes into account gender equality perspectives, by providing online (welearn.or.id) and offline training for women and young women, to also facilitate support system in the household for women ultra micro and micro entrepreneurs to ensure gender equitable household decision making and business management.
- Data and Analysis, UN Women work with partners to develop data to identify the root cause of gender inequality in the economy and pilot for the replicable model to better informed decision makers in accelerating 'swomen's economic empowerment.
