Banyan Global is recruiting an **Operations Specialist** for the USAID-funded Partnerships for Productivity (PADU) Activity. USAID PADU is a five-year activity that aims to enhance private sector investment in technical and vocational and education training (TVET) institutions through partnerships with private sector firms and government-owned vocational training centers called Balai Latihan Kerja (BLKs). Banyan Global is working to facilitate and catalyze the establishment of public-private partnerships to improve the capacity of BLKs to address skill gaps in the labor market and promote increased employability of BLK graduates.
**Responsibilities**:
**Finance**:
- Review complete supporting documents for invoices from suppliers and/or vendors, and ensure that all approvals are available, and records are safely secured.
- Support the Finance, Procurement, and Administration Officer in reviewing financial transactions, Procurement process, and documentation as well as ensuring completeness of supporting documents.
- Prepare withholding tax calculation for Art. 21, 23, 4(2) and incorporate it in Local Transactions as part of payment.
**Administration**:
- Providing support in the preparation and registration process of Berita Acara Serah Terima (BAST) report to Ministry of Manpower
- Support Program activities at the National and Provincial level in the area of travel arrangements for the PADU team and Participants, such as Air ticket, transportation, accommodation, and meeting venue.
- Other administrative tasks such as Scheduling Meetings/interviews, Taking Minutes of Meetings, Correspondence and official receipt.

**Procurement**:
- Support the Program team in preparing activities or events at the National of Provincial level by contracting with suppliers and providing procurement documents based on the completion of procurement activities both in hard copies and soft copies, and ensure that all approvals are available, and records are safely secured.
- Support Procurement Specialist in identifying and qualifying potential suppliers (and products/services). Ensure that beneficial, ethical, and open supplier relationships are created and maintained according to procurement policies.
- Provide accurate information for project inventory management.
- Maintain and update the contract register for Consultant, Supplier, and purchase agreement.
- Worked closely with Procurement Specialist and Home Office Team
**Compliance**
- Ensure integrity, fairness, accuracy, and openness in procurement processes.
- Ensure Banyan Global, USAID policies and procedures are followed and enforced.
- Assist project team and subcontractor's members become more familiar, with and understand, Banyan Global and USAID policies and procedures as related to procurement by conducting training or other methods as necessary
- Update monthly Contract Monitoring Sheet and Procurement Tracker
Qualifications:
- Indonesian citizen.
- Bachelor's degree or higher in a field related to workforce development or project and finance management, such as education, accounting, economics, business, business administration, international development, or organizational development.
- At least 5 years of relevant experience working in international development and a minimum of 2 years of experience working on USAID or other international donor-funded projects with experience managing the contracts, finances, human resources/personnel, and operations of those international projects, working in a supervisory capacity.
- Demonstrated experience with local and USAID or other international donor-funded project policies and regulations, including subcontractors/grants, vendor/partner management, registration, financial procedures, start-up, and close-out procedures.
- Demonstrated good interpersonal and teamwork skills.
- Excellent cross-cultural communication and interpersonal skills demonstrated by an ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
- Willingness to travel to project sites in other provinces.
- Excellent oral and written communication skills, including professional fluency in written and spoken Indonesian and English.
