Primary Health Care (Phc) Secretariat Lead

Overview:
Jhpiego seeks a Primary Health Care (PHC) Secretariat Lead to establish and manage a PHC Secretariat at the Ministry of Health (MOH) on the MOH's behalf. This position will support the MOH in ensuring ensure effective collaboration/communication among and between internal MOH directorates, external line ministries, donors, implementing partners and other key stakeholders to support achievement of the Government of Indonesia's (GOI) goal of scaling up primary health care.

**Responsibilities**:
**Management and Technical**:

- Strengthen coordination within MOH to synchronize activities and messaging related to PHC program strategies and interventions - create communication/coordination mechanism for daily liaising with all relevant MOH units supporting implementation of the national PHC strategy
- Support MOH to strengthen communication and coordination with all external stakeholders supporting implementation of the MOH's PHC strategy
- Support MOH to regularly hold meetings of the PHC Consortium to ensure overall coordination of national PHC strategy implementation
- Conduct analyses (or identify appropriate partners to conduct analyses) on identified PHC issues to inform discussions within the PHC Consortium
- Keep abreast of relevant national and subnational PHC policies and provide guidance on how MCGL can support policy discussions, implementation, and/or compliance
- Work closely with the MOH to determine technical, administrative, and operational capacity needs related to PHC, and develop technical assistance plans to address priority needs as needed
- Contribute to regular communication and reporting on PHC Consortium progress
- Document successes, lessons learned and challenges in implementation; and prepare and contribute to timely semi-annual and annual reporting of MCGL activities as needed
- Voice and encourage the support of the ministry of health to strengthen the implementation of activities in the field, for example; releasing the circulars to the provincial and district health offices for the implementation of certain activities
- Other duties as assigned by the Chief of Party, MCGL

**Internal Communication**:

- Provide weekly updates on work progress and plans to Chief of Party, MCGL
- Ensure continuous performance monitoring of supervisees through Jhpiego's JEMS system

**Public Relations and Representation**:

- Represent MCGL as requested by the COP for project progress, achievements and lessons learned through participation in relevant technical advisory/working groups and professional forums
- Develop and maintain strong working relationships with USAID, Ministry of Health, key representatives of other USAID-/donor-funded health programs and other key stakeholders in Indonesia to maximize resources and leverage synergies around technical PHC issues and programs

Required Qualifications:

- Advanced degree in public health, health administration, or related field
- At least 10 years of mid
- to senior-level relevant experience
- Experience working on health programming and working with Ministry of Health in Indonesia
- Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
- Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
- Excellent written and oral presentation skills, including report writing and dissemination
- Written and oral fluency in English and in Bahasa Indonesia
