Banyan Global is implementing the United States Agency for International Development (USAID) Partnerships for Productivity (PADU) Activity in Indonesia. PADU is a five-year activity that aims to enhance private sector investment in technical and vocational and education training (TVET) institutions through partnerships with private sector firms and government-owned vocational training centers called _Balai Latihan Kerja_ (BLKs). Banyan Global is working to facilitate and catalyze the establishment of partnerships to improve the capacity of BLKs to address skills gaps in the labor market,and promote increased employability of BLK graduates.

Banyan Global is recruiting a Procurement Specialist for the USAID-funded Partnerships for Productivity (PADU) activity in Indonesia. The primary role of the Procurement Specialist is to conduct all procurement related to the activities, ensure compliance with USAID and Banyan Global policies and procedures, monitors and implements subcontractors' and vendors' contractual compliance, and coordinates procurement actions as outlined in Banyan Global's Procurement Manual. The Procurement Specialist assists with budget development for new activities and coordinates with the field teams on delivery of procured goods and services. This position works closely with the finance team to ensure timely payments. The position is full-time and based in Jakarta. Citizens of Indonesia are encouraged to apply.

**Responsibilities**:

- Lead and manage cradle to grave contract and vendor management process and respective procurement processes with accurate documentation.
- Lead field-based procurement efforts for goods and services, in accordance with Banyan Global procedure/policy and USAID regulations.
- Work as part of an activity implementation team along with cross-cutting and technical teams with the primary responsibility of acquiring goods and services necessary for identified activities and managing contracts as it relates to programmatic activities.
- Train project and subcontractor staff on relevant policies, procedures, and procurement mechanisms.
- Coordinate the implementation of contracts/procurement procedures to include, but not limited to identification of appropriate procurement mechanism, design of process, bid-openings, technical and cost evaluations, perform due diligence for awarded procurement.
- Perform market research to find item specifications and appropriate vendors.
- Maintain an updated database of local vendors and a list of prices as a reference for budgeting.
- Travel to project sites when necessary to monitor and inspect quality of goods or services acquired.
- Monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions, identify necessary modifications, or close out.
- Contact all contractors and vendors on invoice or deliverable due dates to confirm submission of contractually mandated payment documents.
- Actively contribute to information sharing within the project
- Support the organization of internal and external project events, including but not limited to identifying and securing venues and associated logistics (meals, equipment rental, etc.), managing invite lists and registration, and assisting with set up and tear down.
- Maintain the overall integrity of the procurement filing system. Ensure office records files are maintained according to the requirement, ensure confidentiality and safety of the data.
- Support asset management with accurate inventory and safeguarding controls.
- Other tasks as assigned.

Qualifications:

- Bachelor's degree in business administration, finance, management or related field of study or commensurate experience.
- Minimum of five years of progressive experience in procurements (subcontract or grants management, logistics, consultants, inventory, etc.);
- Demonstrated experience with local as well as USG rules and regulations;
- Progressive experience with subcontractor and vendor management;
- Experience with financial management skills including developing and monitoring budgets and reviewing financial reporting of subcontracts or grants;
- Experience with auditing is preferred;
- Excellent cross-cultural communication and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants;
