Research Consultants for Regional Landscape and Network Analysis The International Center for Journalists (ICFJ), a consortium partner, and Pact are carrying out a five-year USAID-funded project called the Asia Investigative Reporting Network (AIR Network). The mission of the AIR Network is to enhance cooperation between civic actors and investigative journalists in order to foster accountability, encourage public involvement, and forward a shared vision of a more transparent, inclusive, and democratic society. In order to achieve this, the program will assist in the establishment of an investigative journalism network that is locally led and operates in at least six Southeast Asian nations, beginning in Thailand, Indonesia, and the Philippines. The AIR Network will enhance the investigative journalism expertise and knowledge of journalists, foster reciprocal cooperation between the media and civil society, and bolster the caliber, scope, and significance of investigative reporting.
Work Scope A network and landscape study, a media assessment, an applied political economy analysis, and an evaluation of gender equality and social inclusion are among the interconnected formative evaluations that AIR is carrying out. Taking into account the diversity and vibrancy of Southeast Asia, these studies are all regional in scope and will look at the dynamics of civil society and the media in Thailand, Indonesia, and the Philippines. To be more precise, the Landscape and Network study will use an organizational network analysis to look at the networks that already exist for investigative journalists, assess the connections between journalists and other players, and pinpoint specific journalists and media outlets that should be included in network-building initiatives. Rather than doing a more comprehensive analysis for public consumption, the Landscape and Network Analysis will aim to address a specific set of research questions related to important program decision points in order to guarantee a concentrated research effort. One lead consultant or two co-leads will oversee the organizational and network analysis and media assessment, respectively, for this assignment. They will collaborate closely with AIR team members as well as DC-based Pact and ICFJ colleagues, especially the Pact Research Manager. They will take the lead in deciding on the ultimate deliverable(s) and will finalize the research questions, methodology, data collection instruments, and analysis plan with feedback from the extended AIR team. Requirements In addition to accepting applications from consultants wishing to lead only one of the two tasks—the organizational network analysis or the media assessment—AIR is looking for a consultant or consultants who can lead both tasks. In your application, please specify whether you would prefer to be evaluated solely for the organizational network analysis or media assessment component.
Lead researcher: 7–10 years of relevant experience with a master's degree or above in political science, journalism, communication, anthropology, law, or economics, or a related subject.
If appointed to the research team, assistant researchers should have at least a bachelor's degree in a relevant discipline, such as political science, journalism, communication, anthropology, law, or economics, and should have five or more years of experience.
