The Senior Associate will be part of the energy team at GGGI Indonesia to help implement the project 'Renewable Energy - Accelerated Transition in Indonesia (RE-ACT)'. The RE-ACT project aims to support a faster growing contribution from renewable energy towards Indonesia's energy mix and a higher ambition on Nationally Determined Contributions (NDCs). The RE-ACT project started in October 2021 and has project duration of five (5) years.
The Senior Associate will work under the supervision of the Project Manager RE-ACT to help deliver the project. S/he will support several project outputs with a focus on renewable energy policies, rural electrification, capacity development (e.g., RUED workshops, training implementation, etc.), and renewable energy financing instruments, such as project funding options and de-risking instruments. The Senior Associate will work together with GGGI counterparts and partners, such as the Ministry of National Development Planning/BAPPENAS, the Ministry of Energy and Mineral Resources (MEMR), State-owned Electricity Enterprise/PLN, provincial governments, and international donors and public-private sector stakeholders.
**PURPOSE**:
The Senior Associate will support the following tasks:
- Support the RE-ACT Project Manager in the development and implementation of the RE-ACT project.
- Provide technical advice to GoI to inform the National Medium and Long Term Development Plan (RPJMN, RPJP), provincial energy plans (RUED), and relevant derivative regulations to accelerate investments in renewable energy and to reduce GHG emissions from the energy sector.
- Prepare internal and external project reports.
- Support the Project Manager to carry out administrative and operational tasks of the RE-ACT project.
**ENGAGEMENT**:
- Support GGGI with in-depth and effective stakeholder dialogues internally and externally.
- Led by the Project Manager, work closely with government partners, including PLN, and other development partners to implement the RE-ACT project.
- Develop strong relationships with key stakeholders, including key government institutions, the private sectors, relevant academic institutions, and think-tanks.
- Secure buy-in from a diverse range of stakeholders to ensure ownership of project results.
**DELIVERY**:
- Provide analysis and technical input into the review, development, and assessment (qualitative and quantitative) of energy policies and strategic planning documents.
- Review of existing legislative and institutional frameworks including gaps identification, required policy and regulatory changes, or additional legislations needed related to renewable energy.
- Prepare briefing notes and analytical reports to support GGGI's energy sector work in Indonesia.
- Support other work requested by the RE-ACT project manager related to the RE-ACT Project.
**REQUIREMENTS**:
**QUALIFICATION**:
- Bachelor's degree or higher in engineering, energy, renewable energy-related or environmental economics.
- Proven, progressive experience of at least 5 years with significant experience in renewable energy.
- Experience in government regulations related to renewable energy, preferably in RUED, Ministerial/Presidential level regulations (PERMEN, PERPRES), RPJMN, and/or RPJP.
- Strong knowledge of renewable energy project development, policy design and regulations (e.g., solar photovoltaic, biogas power plant, bio-CNG power plant, micro/mini-hydro power plant, and/or hydrogen).
- Experience in renewable energy projects funded by international donor, local government, and/or private companies will be an asset.
- Familiarity with energy sector analysis, energy planning, policy development, and financing with a particular focus on renewable energy.
- Excellent written and spoken communication skills in Bahasa Indonesia and English.
