Over the past decade ASI's Climate Change Practice has built a reputation for delivering high quality, high impact, innovative and transformational climate change programming. We aim to facilitate low-carbon, resilient growth and empower vulnerable communities to adapt to changing climate conditions. We have led many mitigation and adaptation programmes globally for bilateral and multilateral development partners in the last 20 years.
**About the role**
ASI is positioning for an anticipated DFAT funded programme - The Climate and Infrastructure Partnership (CIP) Hub. The Indonesia-Australia Partnership, announced by Prime Minister Albanese during his meeting with President Widodo in June 2022, will deepen bilateral cooperation on reducing emissions and promoting clean energy systems and industries to accelerate the net zero transition. The Partnership will contribute to Indonesia's clean energy transition through three linked end-of-investment outcomes:
- ** Policy and regulatory reform -** GoI Ministries and State-Owned Enterprises (SOEs) are implementing a GoI-led institutional policy and regulatory reform agenda unblocking investment for a just energy transition.
- ** Gender Equality, Disability and Social Inclusion (GEDSI) -** GoI Ministries, SOEs, the private sector and civil society take action so that women, people with disabilities and the marginalised benefit from the transition.
- ** Climate finance -** SOEs and private sector enterprises invest in quality climate finance to catalyse innovative, inclusive climate action towards Indonesia's just energy transition.
The Partnership will be implemented through a hub and spokes delivery model. The spokes are existing DFAT investments in Indonesia. The Hub will work to bring the three spokes bring together. The hub will provide policy and programmatic coherence, adaptive management, high-level and operational governance, communications and public diplomacy support, cross-program learning, and monitoring, evaluation and reporting functions. GEDSI expertise within the hub will support GEDSI activities in the spokes and be able to deliver GEDSI-focused activities, ensuring the prominence of GEDSI across the Partnership.
**About you**
- Demonstrated experience of working with the Department of Foreign Affairs and Trade (DFAT), with at least five years' managing large and complex DFAT funded programmes;
- At least 10 years' experience of leading donor funded activities, preferably in Indonesia;
- Astute in programme management, demonstrating experience of managing and coordinating with a range of stakeholders including governments, donor community and programme suppliers.
- Proven track record in the management of teams comprising 5-10 core staff, complemented by additional sub-contractors/suppliers.
- Excellent English writing skills, with the ability to interpret complex problems and analysis and to produce outputs and make recommendations that are easily understood by non-specialists.
- Understanding of Australia's aid priorities in Indonesia, and an understanding of Indonesia's climate finance landscape, climate change ambitions and energy transition plans.
- Networks with key stakeholders in Indonesia such as the Government of Indonesia (GoI) ministries, private sector, civil society and state-owned enterprises.
- Familiarity with cross-cutting areas of programme delivery such as GEDSI, Monitoring, Evaluation and Learning (MEL), and communications.
