Key Responsibilities:
Strategy Development & Planning
- Guide and support area programmes in the development of WASH technical programme design and planning
- Consult on the design and plan for the national WASH strategy
- Prepare detailed implementation plans and annual workplans in area of technical responsibility, in line with agreed upon targets
- Develop and ensure execution of procurement plan in alignment with policies and standards
- Develop budgets for sectoral initiatives
Resource Acquisition & Management
- Provide technical support to the resource acquisition team in the development of proposals/concepts to prospective donors and Support Offices
- Respond effectively to calls and queries by donors and SOs on WASH in conjunction with the resource acquisition team
- Support procurement and distribution of necessary materials
Capacity Building and Technical Support, Research and Evidence
- Identify capacity gaps to inform the national level staff capacity development strategy
- Train staff and partners in WASH hardware standards and approaches
- Support WASH hardware staff to successfully engage with key internal and external stakeholders
- Provide mentorship and coaching for staff development and support other staff development initiatives
- Support research projects to explore programme quality and efficacy, and to test new approaches and innovations
Accountability, Technical guidance, supervision, reporting and Quality Assurance,
- Ensure timely implementation of WASH hardware programming in line with plans and targets
- Assess and track quality of implementation and alignment to national or international standards, government policies, donor guidelines and TP/DIP plans
- Review and approve WASH hardware bills of quantity (BoQs), specifications and drawings, construction material quantifications, terms of reference, etc.
- Support accountability tracking of WASH-specific grants
- Track sector-specific expenditure
- Support procurement and distribution of necessary materials
- Implement recommendations from various accountability mechanisms
- Provide technical supervision of the programme and provide technical support to WASH technicians
- Stay apprised of direct implementation of activities
- Stay apprised of indirect support to implementation of services
- Ensure timely implementation of WASH hardware programming in line with plans and targets
- Conduct activities to assess quality in the field, including soliciting community and stakeholder feedback
- Support NO, Zone and APs in developing appropriate monitoring and reporting tools
- Utilise field data to write reports and contribute toward learning and quality improvement
- Support the capture of lessons learned stories and good practice
- Utilise DME information to make programme quality improvements
- Support recruitment and induction of relevant staff required to achieve or surpass performance targets
Networking & Coordination à Advocacy, external engagement and partnering
- Ensure that all WASH infrastructure is branded appropriately
- Network with local WASH hardware stakeholders
- Advocate for WASH hardware issues through the development of position papers and policy briefs for national and sub-national levels
- Collaborate with line ministries and other relevant organizations in providing technical support and assistance to WASH hardware projects
- Represent WVI at strategic national and local meetings as appropriate
- Contribute to partnership for WASH hardware
- Participate in the global WASH community of practice
- Ensure multi-sectoral integration
- Participate in and support WVI non-sector activities
Management and Leadership
- Provide self capacity building, workload mgt, and orientation;
- Create enabling and positive team environment where colleagues are able to develop their spiritual gifts and grow in Christian maturity
- Model a biblical view of leadership
