**POSITION MANDATE**

Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.

Strengthened small-scale fisheries governance.

Increased government and market-based incentives for sustainable seafood products.

Improved protection of ETP marine species affected by fishing practices.
**RESPONSIBILITIES / ESSENTIAL FUNCTIONS**
Oversee the core communications and social behavior change functions of the project, including but not limited to:
**SBCC**:
- Work across the project to develop SBCC campaigns that support Ber-IKAN objectives and activities (e.g., promote gender equality in fisheries management) by utilizing key messaging platforms including radio, mobile communication, peer support and local messaging.
- Provide leadership and technical expertise to design, develop, and monitor SBCC strategies in collaboration with the government and project partners, considering the importance of the local context in decision making and behavior.
- Develop and support partnership or grant agreements with local government, community organizations, local NGOs, media partners, etc.
on SBCC initiatives/outreach campaigns.
- Develop articles, brochures, press kits, videos, social media tools, etc., with an understanding of how these materials promote Ber-IKAN and encourage social behavior change.
- Represent the project, as directed, in any committee, task force, or meeting addressing SBCC.
**COMMUNICATIONS**:
- Serve as primary point of contract for project communications and lead a wide range of communications duties and responsibilities, including planning events, drafting and editing written documents, editing photos, working with websites, and managing social media related to the Ber-IKAN project.
- Ensure compliance with USAID branding/communication requirements for Resonance and subcontractor publications related to Ber-IKAN.
- Support project leadership with the production of timely reports for submission to GOI, USAID, and Resonance HO.
- Prepare quarterly and annual reports as required, detailing the performance of Ber-IKAN's SBCC activities.
- Support other project functions as needed.
**REQUIRED EDUCATION & EXPERIENCE**:
- Bachelor's degree required, preferably in communications, behavior change, or a related field.
- Minimum 5 - 10 years of professional and directly relevant experience.
- Work experience in designing, planning, and implementing SBCC efforts and/or community level activities, including communication campaigns and trainings.
- Work experience in communications for local, national, and international audiences; including developing: two-page briefers, activity snapshots, more thorough reporting documents, event publications and invitations, etc.
- Excellent presentation skills; strong computer skills - advanced proficiency in MS Office (Word, Excel & Power Point) and MS Windows.
- Must have experience in multimedia and graphic design, as well as exceptional writing and editing skills.
- Ability to prioritize various daily/weekly/monthly tasks and projects while working in a challenging environment.
- Native Fluency in Bahasa Indonesia.
- Advanced Fluency in English.
**PREFERRED EDUCATION & EXPERIENCE**:
- Previous experience working in USAID or International Organization funded projects.
- Familiarity with working on fisheries management/marine conservation projects.
- Familiarity with Government of Indonesia processes and regulations.
- Significant experience working in Microsoft Word, PowerPoint, and Adobe.
- Experience in working in multicultural environment, preferably a field-based office for an international organization.
