**Program Overview**
- WRI Indonesia is an independent research organization that turns big ideas into action at the nexus of environment, economic opportunity, and human well-being. Within our Agriculture, Forest and Land Use (AFOLU) Program, we envision critical ecosystems such as forests and peatland across Indonesia to be governed fairly and sustainably. We believe sustainable land use management is key for Indonesia to meet its climate goal, in line with keeping the global climate target below the 1.5 degree Celcius warming treshold, while providing sustainable livelihoods to forest-dependent communities and conserve biodiversity in the landscape. We intend to achieve this through safeguarding the remaining forest and peatland from deforestation, degradation, and fragmentation; maintaining forests and peatland quality through sound stewardship; and restoring degraded ecosystem to improve its productivity, conservation value, and ecosystem services.
To effectively eliminate deforestation from key commodities production, and provide robust stewardship for the remaining forest and peatland, we work together with various level of government, private sector, and civil society to mainstream the ethical supply chain principles, and support forest-dependent communities to secure their land rights. We aims to achieve this through research, policy advocacy, and creation of a community of practice to mainstream sustainable land use management.
Launched in early 2018, WRI Indonesia is currently supporting Ministry of Agriculture to develop a smallholder registration platform (E-STDB) to support the government of Indonesia's commitment on sustainable palm oil initiative. The platform is tailored to improve national database of plantation smallholder and will include analytical feature on compliance of smallholder in Indonesia to the land use regulation.
**Job Highlight**
- The System Developer Consultant will be based in Jakarta with office-flex working arrangement. He/she will assist the supply chain team in providing strategic technical and operational support to operationalize the platform, engage with key stakeholders, collect users input to improve user experience and reliability of the platform, and develop other use cases of the platform. The consultant will report to WRI Indonesia Supply Chain Transformation Research Project Lead.
**What You Will Do**
- The consultant main areas of responsibility will include the following:
**System developer technical works (70%)**
- Provide expertise in Information Technology (IT) and Information Management System (IMS) to lead the development of a smallholder registration (E-STDB) platform;
- Main developer of web-based platforms, including website(s) and the related data infrastructure, features, spatial and statistical analysis, and other functions;
- Conduct technical assistance for the relevant ministry and local governments on effective and efficient implementation of the E-STDB platform;
- Integrate existing platforms to work together;
- Developing technical notes and user guidelines;
- Review the quality and quantity of the data submitted to the platform;
- Actively contributing to the identification of future development of the platform, including more effective user experience and system reliability.
**Stakeholder engagement (30%)**
- Engage with key stakeholder of the platform (mainly national government agency and private sector) to better understand the use and improvement of the platform;
- Plan and conduct users training in key provinces, together with WRI Indonesia commodities team;
- Provide general support to WRI Indonesia One Map initiative team working on the platform as needed.
**What You Will Need**
**_ Required Qualifications:_**
- Bachelor's degree in a related field, preferably with coursework in information technology, system analyst, web design and programming, web-GIS/geoportal development, and/or information management system;
- Minimum four years of professional working experience in the field of IT and IMS as well as able to demonstrate skills and knowledge to perform this assignment professionally;
- Minimum three years of experience in web programming in front and back-end environment; developing and managing database and information management system;
- Experience in working with governmental institution, civil societies and/or private sectors entities;
- Detail-oriented, organized, and systematic individual with strong time management skills;
