**The Opportunity**
Abt Global seeks a Deputy Chief of Party (DCOP) for the upcoming USAID-funded Maternal Newborn Health (MNH) Flagship Activity in Indonesia. This Activity will draw upon valuable insights gained from existing Government of Indonesia (GOI) programs and past USAID initiatives. It aims to enhance and expand successful strategies at both provincial and national levels, taking advantage of the recent lending program by Multilateral Development Banks for acquiring and installing necessary equipment. Moreover, the Activity will proactively evaluate emerging challenges to maternal and newborn health outcomes to refine practices. It will integrate considerations of climate and gender. The implementation will prioritize the delivery of technical assistance at the province and district levels, with the aim of bolstering the expansion of effective approaches and interventions to a province-wide scale. This effort will concentrate on achieving three primary objectives:
Objective 1) Strengthening the supply of quality maternal and newborn health services, 2) Improving the demand for quality services through social behavior change communication and accountability mechanisms, and 3) Fostering innovations and building the evidence base to inform national and sub-national policy reforms which will establish institutional quality standards.
The DCOP will work with the COP to provide close oversight of all aspects of day-to-day implementation, personnel management, grants under contract, reporting, and monitoring of the Flagship MNH Activity. He/She must demonstrate professional excellence and expertise in the above areas of responsibility, excellent communication skill and writing ability, fluency in English, and effective cross-cultural interpersonal skills and demonstrated ability to resolve work issues with senior country counterparts, donor representatives, and senior-level staff. He/She must have experience in relevant technical, management, administrative, and capacity building experience in middle income (lower and/or upper middle income) developing countries managing large development programs. He or she will report to the project's Chief of Party.
This position is contingent upon a successful contract award to Abt Global.
**Core Responsibilities**
- Oversees the day-to-day financial, administrative, and operational management of the project.
- Directing project administrative and financial staff, maintains and manages field office accounts and cash flow.
- Reviews vouchers and payment requests and ensures proper back-up documentation required for compliance with Abt Global Inc. policies and procedures and USAID rules and regulations.
- Oversees field-based procurement functions of the project covering supplies, services, equipment, and other items in accordance with Abt and USAID rules and regulations.
- Ensures timely payments to staff, consultants, and vendors and institutes.
- Ensures approval and compliance for all financial transactions.
- Calculates and issues payroll; calculates and submits payroll taxes to the proper Kyrgyz authorities; manages or supports registration and tax reporting activities according to national requirements.
- Maintains complete, accurate and timely financial records in compliance with USAID and Abt Global Inc. policies and procedures; prepares and submits monthly financial reports.
- Manages project bank accounts, oversees staff reconciling monthly accounts and bank statements; submits receipts and invoices to Abt Global Inc.
- Manages project cash flow, including daily supervision of cash position and accounts and petty cash; prepares estimates of monthly cash requirements and ensures that funds are efficiently transferred from headquarters to field office and funding is available to support timely payment of all project and operations costs.
- Oversees fleet management, ensuring vehicles are properly maintained and drivers are performing their duties.
- Oversees the administration of all project field offic
