**Overview**:
URC is searching for an experienced Deputy Chief of Party for the anticipated five-year 10M-24.99M USAID Tajikistan New Tuberculosis (TB) Bilateral Activity.
The purpose of this five-year project will be to focus on locally generated solutions tailored to the TB response to patients and communities to address the diagnosis, treatment and prevention needs, addressing stigma and discrimination in Tajikistan.
**Responsibilities**:
The Deputy Chief of Party (DCOP)/Technical Director is responsible for the overall strategic and technical vision and implementation of public health programs which may include infectious diseases including TB, primary health care improvement, private sector engagement, health governance, health systems strengthening, and continuous quality improvement.
The skills and experience of the position complement those of the Chief of Party (COP)/Project Director, with an emphasis on technical public health expertise.
This position is a member of the Senior Management Team.
The roles and responsibilities include, but are not limited to, the following:
- Directly assisting the COP/Project Director in providing technical leadership for project implementation and course correction based on the creation and use of a learning agenda.
- Leading and managing the technical team, including managers and specialists.
- Accountability for the achievement of results, ensuring quality of technical assistance is maintained at the highest standards, and project technical objectives and deliverables are met in a timely manner.
- Responsibility for promoting partnership, multi-sectoral collaboration and private sector engagement to maximize the impact
- Responsibility for timely submission of high-quality work plans, reports, and other products.
- Providing high quality technical support to the central government with formulation and implementation of guidelines and policies.
- Engages technical experts at URC home office and STTA consultants strategically to support achievement of the project objectives in a timely manner.
**Qualifications**:
**Required Experience and Qualifications**
- Master's degree in Medicine or related field.
- Minimum of 10 years of work experience that demonstrates technical expertise with substantial developing country context experience in TB, HIV and other infectious diseases.
- Minimum 8 years of demonstrated excellence in a management position in an international health and development context, including direct supervision of professional and support staff, quality evaluation of staff performance and deliverables, and contract/grant management.
- Demonstrated understanding of the Tajikistan or Central Asia health landscape and context.
- Demonstrated hands-on experience in building government, non-government, and community capacity to address health issues.
