Management Sciences for Health (MSH) is seeking a Deputy Technical Director for USAID BEBAS-TB 5-years activity having the aim of reducing TB incidence and mortality by supporting the Indonesian government to address the critical gaps and challenges of the TB program. This Activity will build on the work of previous USAID activities and current projects to achieve its goal. BEBAS-TB's support will focus on improving access and utilization to quality and patient centered comprehensive TB services.

OVERALL RESPONSIBILITIES:
The Deputy Technical Director (DTD) will report to the Technical Director (TD), and in lieu of the TD to the COP. In consultation with the TD (and in lieu of the TD with the CoP) will contribute to the planning, coordination, and technical direction of all activities including the work of sub-recipients in the provinces, districts and communities of the project area. The DTD will contribute to the achievement of required project results through effective project planning and management, technical advising, administration and oversight, monitoring and evaluation. The DTD, in consultation with the TD, and in lieu of the TD with the COP, will contribute to creating a comprehensive approach to institutional development and strengthening, and provincial programmatic leadership to ensure seamless planning, implementation of activities and technical support. The DTD will also coordinate the central advisor team to provide support to the National TB Control Program (NTP), mentor the central hospitals, and oversee the provincial, district and PHCU private and public health facilities.
SPECIFIC RESPONSIBILITIES
- In consultation with the TD (and the COP in lieu of the TD), the DTD will have the following roles:_
Planning and project development
- Assist with the development and implementation of program workplans and strategies for the project areas aligned with Government of Indonesia priorities.
- Collaborate with counterparts and partner organizations in work planning and project implementation.
- Provide technical support for the local technical assistance of the central advisors, sub-recipients consulting firms, and professional groups to facilitate ongoing work, and ensure clients' access to high quality technical assistance.
Project management/implementation/delivery of technical results
- Support the alignment of daily activities with project goals, approved workplans and standards for high quality, and on-time product delivery.
- When delegated, supervise and oversee project staff in the assigned project areas, consultants and coordinate technical assistance to ensure high-quality and timely deliverables.
- In lieu of the TD, and on request of the COP, interact with internal and external resources, partners, donors, and staff to coordinate efforts and bring new ideas to strategies and approaches.
Technical Implementation (in support of the TD and COP)
- Oversee the technical design and implementation of activities to strengthen and scale up community-based and health facility programs in both private and public sectors in target provinces to increase access to and the quality of TB control activities.
- In collaboration with the MERL Director, and reporting to TD and COP, analyze and use BEBAS TB program data to make strategic and evidence-decision decisions regarding project implementation.
- In collaboration with TD and COP, ensure that the BEBAS TB program adheres to TB control national and internationally accepted norms and standards and that best practices and approaches are well-documented and highlighted through activity implementation.
- On request from TD and/or COP, support the MERL Director to develop quality program progress reports (quarterly, annual) for USAID.
- Assist TD and COP to produce high-quality documentation of the project's successes and lessons learned for local and international audiences, including documentation of evidence-based technical strategies.
- In coordination with TD and/or COP, promote a team approach that emphasizes high-level technical performance, creative and innovative approaches, and the achievement of project objectives.
