This Proposal Opportunity: As part of the second Millennium Challenge Corporation (MCC) compact inIndonesia, the MCC Access to Finance for Women-Owned Micro-, Small, and MediumEnterprises project (the MSME Finance Project) will facilitate more inclusivelending practices by financial service providers and improve the capacity ofMSMEs to utilize finance. The MSME Finance Project has four sub-activities: 1)gender-inclusive value chain finance 2) digital and financial literacyenhancement 3) MSME capacity enhancement and 4) augmenting government data onMSMEs.
Palladium is actively preparing to bid on sub-activity 4, Augmenting GovernmentData on MSMEs. This sub-activity will support the Government of Indonesia, especiallythe Ministry of Cooperatives and SMEs (MoCSME), in gathering and analyzing MSME,especially W/MSME, financial and technical performance data. The sub-activitywill improve efforts to standardize and harmonize efforts to collectinformation on W/MSME's access to finance and their business performance (e.g.,sales).
Palladium is seeking an Economic Analyst who will be embedded with the MoCSMEto provide training on economic analysis to MoCSME staff, enhance and supportthe maintenance of a single database of cooperatives and W/MSMEs, advise onimproving the MSME database information system, and produce policy analysis asneeded.
Reporting and Supervision: The Economic Analyst will report to the Project Director and collaboratewith the Government Liaison.
Primary Duties and Responsibilities: The Economic Analyst is expected to lead TA and capacity building forMoCSME to better collect and utilize data for policy analysis. Specifically,they will have the following primary responsibilities:
Develop a training curriculum to expand the abilities of MoCSME staff to understand methodologies related to econometrics and inferential statistics and provide quality assurance of existing or newly-created databases
Facilitate and lead workshops and other types of training (in-person or remote) at the MoCSME national and sub-national levels by leveraging adult-learning principles to strengthen MoCSME staff capacities in data use for decision-making
Manage the development of data sharing agreements with government ministries and departments, academia, and other stakeholders for MSME data
Gather and analyze data sets from other government departments to better allow MoCSME to measure the relative financial risk of W/MSMEs by a range of characteristics, such as industry, business size, location, and gender
Support the MoCSME to increase their policy impact through providing quality, evidence-based economic and public policy advice and analysis
Contribute to the development of meaningful analytics, visualizations, and infographics designed to promote and reflect decision making and respond to user requirements
Coordinate and oversee external research firms and consultants engaged in analytical exercises
Provide expert input to support the maintenance and utilization of the single database on cooperatives and W/MSMEs
Other duties that contribute to enhancing the data use capacity of MoCSME
The Economic Analyst will possess strong qualifications and experiencein capacity building, especially with Government of Indonesia counterparts, andpolicy analysis for decision-making, including:
At minimum a Master degree in Economics and five years of relevant experience in economics and quantitative analysis
Demonstrated work experience conducting policy analysis and collaborative research projects that include Government of Indonesia stakeholders
Previous experience in coaching/mentoring/other activities that enhance capacity of government staff
Clear understanding of data quality assurance and general familiarity with database management
Demonstrated experience developing analytical products and visualizations for technical and non-technical audiences
Excellent written and oral communication with fluency in Bahasa Indonesia and English, including advocacy, negotiation, and presentation skills
Willingness to travel regionally within Indonesia as needed
An understanding of the MSME ecosystem and key institutions that collect MSME data
Prior engagement with the MoCSME and/or extended assignments with Indonesian government
Significant experience developing training materials and facilitating workshops and trainings for a wide range of individuals at varying professional levels, both on-site and remote
