**FINANCE OFFICER - SIAP SIAGA****Project Overview and Role**:The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a five-year program (2019 - 2024) funded by the Australian Government's aid program and implemented in cooperation with the Government of Indonesia.The program aims to improve Indonesia's ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia on humanitarian issues in the region. The Program is implemented at the national and sub-national levels though collaboration with BNPB and other government institutions, Civil Society Organisations and multilateral agencies. At sub-national level, the Program operates in East Java, Bali, Esat Nusa Tenggara and West Nusa Tenggara. The program uses an adaptive approach as well as systems thinking.**Primary Duties and Responsibilities**:Under the direction of SIAP SIAGA Head of Operations and Finance, the Finance Officer will carry out a widerange of duties as follows:This position will be expected to:1. Ensure AIP-DRM finances are well planned, and funds are available to support operations. preparingcash flow forecasts and project fund requests in accordance with AIP-DRM, Palladium and DFAToperations protocols;2. Prepare be-weekly reports on expenditures and send these together with scanned copies oforiginal receipts and other expenditure-related documentations, including bank statements, cashand bank reconciliations and payroll;3. On the basis of internal cash available and planned expenditure, send monthly cash requests for theProgram to Palladium;4. Process payments of local salaries for National Advisers and Locally Engaged Staff, including managingthe tax withholding requirements;5. In collaboration with the Program Director, Head of Operations and Finance and Program Manager,maintain AIP-DRM bank accounts;6. Assist the Head of Operations and Finance to aim the low bank balance every month-end closing andfollowing up the fund transfer tranches to ensure the availability of funds in the account;7. Prepare accurate monthly and quarterly forecasts for local expenditure, and track expenditure againstthis forecast;8. Ensure financial monitoring systems provide timely and relevant reports to support efficient, accountableimplementation;9. Ensure effective internal controls, timely response to external or internal audits and other reviews, andappropriate coordination with the head office;10. Undertake banking transactions, including the management of petty cash, petty cash and bank accountreconciliation, and the preparation of a monthly cashbook;11. Provide training, where necessary, in finance and administration procedures to AIP-DRM staff membersin other work units;12. Liaise with external parties in relation to statutory reporting/audits;13. Uphold Palladium's policy of Zero Tolerance on bribery and corruption, and ensure due diligence isfollowed;14. Ensure all transactions are entered againts the correct account billing code, ensuring proper costdistribution to activities;15. Collecting support documents for invoice of goods and services;16. Maintain a good filling system of the physical financial records in a timely fashion including the goodnaming system, tagging and index reference all of finance documents are audit ready;17. Other duties as may reasonably be required by the Head of Operations and Finance consistent with theincumbent's qualifications and experience.**Required Qualifications**:- Degree in Finance, Accountancy or other relevant qualification.- Minimum 5 years' experience as a Finance Coordinator/Officer or equivalent post. experience workingon DFAT or other bilateral donor project preferred.- Ability to communicate effectively, both verbally and in writing, with accounting and non-accountingprofessionals.- Thorough understanding of IT systems, including advanced computer skills in MS Word, MS Excel,and the internet.- Demonstrated ability to promote and initiate work processes and complete given assignments withminimum supervision.- Trustworthiness, integrity, good analytical thinking and attention to detail.- Strong interpersonal skills, including in a cross-cultural context.- Fluent in English (written and spoken) and Bahasa Indonesia.**Company Overview**:**About Palladium** - Palladium is a global leader in the design, development and delivery of Positive Impact - the intentional creation of enduring social and economic value.
