**OBJECTIVES OF THE PROGRAMME**
- The objective of the Programme is to deliver WHO core functions at the country level, with particular focus of the Organization's directing and coordinating role for international work. Within this framework, include support to the Government in the formulation, implementation and evaluation of national health policies, strategies and plans, and development and management of WHO technical cooperation programmes at the country level. The immediate objective to lead a team of national staff and manage the HR programme for WCO Indonesia. This would include providing training and monitoring staff performance management, staff learning and development, carrying out recruitments and other staffing and HR actions by liaising with the concerned authorities in the Regional Office as well as GSC, initiating and managing all APW, Consultant and SSA contracts, and performing all other tasks required for human resource and service procurement management in the Country Office.
**DESCRIPTION OF DUTIES**
- Under the direct supervision of the Administrative Officer and general supervision of WHO Representative the incumbent will perform the following duties:
- 1. Support to performance management and staff development: monitor, facilitate and follow up on the compliance of the performance appraisals for measuring against the KPIs and reporting; problem solving on related matters as required; prepare appropriate reports to management; monitor status of the training implementation plan and provide feedback to recommend actions as needed.
- 3. Contracts: management and entitlements: keep track of the contract status of all staff; alert managers on required decisions and follow up as needed; facilitate all actions related to contract management such as appointments, confirmations, extensions, separations and management of entitlements with Personnel and HR Units in WHO-SEARO and the Global Service Centre, technical units and others as required; prepare regular and periodic HR reports for management decisions and monitor actions taken. assist in planning, drafting ToRs and recruitment of personnel for SSA and Consultant contracts as required; assist in preparing and implementation of policy changes, as required, for such non-staff contracts; monitoring and reporting on SSA and Consultant contracts; support to management of service procurements (APWs) of all technical programmes for the Country Office.
- 4. General HR Administration: provide back-up for the Administrative Officer as needed; draft HR related communications, status reports, updates, position descriptions, terms of references, organogram updates, memos for the HR Unit in WCO; performs other related duties as required or instructed, including providing support to other areas of work.
- 5. Submit an end of assignment report (mandatory).
**REQUIRED QUALIFICATIONS**
**Education**
**Essential**: University degree in human resources management, public or business administration, law or other relevant social sciences from a recognized university.
- **Desirable**: Master's degree in human resources management, public or business administration, law or other relevant fields.
**Experience**
**Essential**: At least five years' experience in human resources management and in managing service contracts at international level.
- **Desirable**: Experience in working for an international organization in low and middle-income countries with proven experience in partnering with national, regional, and international counterparts.
