POSITION SUMMARY The Institutional Development Officer will be based inNorth Kalimantan (NK)province, Indonesia, and will oversee the implementation of Ecosystem/Nature-Based Solutions for Climate-Smart Livelihoods in Mangrove Landscapes (NASCLIM)'s collaborative management outcomes for mangrove protection and rehabilitation in both NK andEast Kalimantan (EK) provinces. This role will report to GGGI Indonesia's Sustainable Landscape Lead, who leads the NASCLIM Project, and will collaborate closely with GGGI's Sustainable Landscape, NK, and EK Provincial Teams in Indonesia.
The position requires a professional passionate about contributing to GGGI's mission to drive innovation in accelerating green growth in Indonesia and addressing the global climate emergency through effective collaborative management on the ground. The pivotal role of this position involves fostering effective collaboration and synergy among diverse stakeholders engaged in mangrove protection and rehabilitation initiatives in both provinces. The role requires developing and implementing strategies to enhance collaboration and leverage the unique strengths and expertise of each stakeholder, thereby maximizing the impact of sustainable mangrove management strategies and activities. Acting as a liaison, the position facilitates clear communication, resolves conflicts, and builds consensus to ensure stakeholders collectively pursue shared goals. Additionally, the role involves promoting community engagement and integrating local perspectives and needs effectively into these efforts.
PURPOSE Lead the implementation of NASCLIM's collaborative management outcomes for mangrove protection and rehabilitation under the overall management of the GGGI Indonesia's Sustainable Landscape Lead, guided by BRGM and KLHK, and in close coordination with relevant national and subnational governments, communities, and private sector. Provide high-quality project management to the project, and ensure effective, timely and efficient delivery of project results and activities in the field. Provide high-quality technical inputs and advisory on landscape partnership for intact and degraded mangrove ecosystem, while addressing any conflicts or misunderstandings that may arise among stakeholders to foster a positive and productive working environment. Contribute to the development and implementation of strategies to ensure that project outcomes are continued collaboratively by stakeholders beyond the project duration. ENGAGEMENT Develop and foster strong relationships with key government stakeholders, in particular the KLHK, BRGM, provincial government of NK and EK, district government of Bulungan and Kutai Kertanegara, and targeted village governments. Ensure alignment and leverage synergies with the Enabling Blue Carbon project to maximize the collective impact. Work closely with government partners, targeted communities, private sector, and development partners in implementing project activities, recognizing the importance of government buy-in and ownership. Maintain active flexibility through professional relations with key stakeholders to capture and integrate their changing needs and manage expectations. Coordinate with Wetlands International and other project partners on the implementation of collaborative management outcomes and ensure compliance with the partnership agreement and subcontracted parties. Ensure a consistent and coordinated approach to project implementation, aligning with other outcomes related to policy and climate-smart livelihoods, guided by principles of gender equity and effective communication strategies. Engage with all relevant key stakeholders to understand their needs, expectations, and contributions, while building and maintaining strong relationships to ensure ongoing support and commitment. DELIVERY Map out stakeholder interests, influence, and potential contributions to the mangrove protection and rehabilitation in NK and EK. Promote and support cooperation and teamwork among various government institutions, organizations, or groups involved in the project, acting as a liaison to ensure clear and effective communication between key stakeholders. Organize and coordinate meetings, workshops, and other collaborative activities to ensure that key stakeholders are aligned and working towards common goals. Oversee the planning, implementation, and monitoring of collaborative management outcomes to ensure they are completed on time, within scope, and within budget. Address and resolve conflicts or misunderstandings that arise among key stakeholders to foster a positive and productive working environment. Develop and implement strategies to enhance collaboration and achieve project objectives by identifying and leveraging synergies between different key stakeholders to maximize project outcomes. Track the progress of collaborative initiatives and assess their impact, utilizing data and feedback to continuously improve collaborative processes and outcomes. Promote and support comprehensive strategies that ensure cohesive project implementation and coordinate efforts and resources to achieve the expected project outcomes. Plan and organize the work of partners and consultants under collaborative management outcomes to ensure high quality and timely delivery of the outputs. REQUIREMENTS QUALIFICATIONS A bachelor's degree in environmental science, natural resource management, forestry, ecology, or a related field. An advanced degree in environmental science, natural resource management, forestry, ecology, or a related field will be an advantage. Preferred 5-8 years of professional experience in natural resource management, environmental conservation, or a related field. Proven experience in collaborative management or working with multiple stakeholders, including government agencies, local communities, NGOs, and the private sector, preferably in NK and EK. Strong interpersonal and communication skills to facilitate effective collaboration and negotiation among diverse stakeholders. Conflict resolution and consensus-building skills. Familiarity with gender equity strategy, environmental policies, regulations, and frameworks at local, national, and international levels. Adaptive and flexible in dealing with changing circumstances and challenges. Good verbal and written communications skills in both English, Indonesian. Language skills relevant to the region of work will be desirable. FUNCTIONAL Ability to develop and maintain good and healthy relationships with GGGI and its counterparts. Ability to work in an organized, systematic manner, with degree of innovations and decision-making abilities. Ability to write concise and clear minutes supplemented with effective filing and database system development and maintenance. Ability to perform in demanding atmosphere and self-motivate to produce quality results in timely manner. Ability to communicate well with all stakeholders. ABOUT THE PROJECT In Kalimantan, GGGI is implementing the Ecosystem/Nature-Based Solutions for Climate-Smart Livelihoods in Mangrove Landscapes (NASCLIM) project, designed to support the rehabilitation of degraded mangroves and the protection of intact mangrove forests in the provinces of North Kalimantan (NK) and East Kalimantan (EK). Funded by Global Affairs Canada, the five-year project focuses on restoring natural tidal flows and introducing sustainable fishing and aquaculture techniques. The goal is to increase the resilience of coastal communities and improve access to mangrove resources, especially for marginalized groups, including women. Additionally, the project aims to enhance policymakers' ability to design and implement reforms that support mangrove ecosystem rehabilitation and protection. NASCLIM will serve as a model for expanding similar projects within Indonesia and as an example for adoption elsewhere in the country.
Given the diverse ecosystem services provided by mangroves, such as coastal protection, fisheries support, carbon sequestration, and biodiversity conservation, it's evident that these areas are of significant importance to various stakeholders. However, conflicting interests among these stakeholders can pose challenges to sustainable management. NASCLIM advocates for collaborative management, promoting negotiation and consensus-building among stakeholders to ensure equitable access to resources and the sustainable utilization of mangrove areas.
NASCLIM operates under a Project Technical Arrangement, established by a Memorandum of Understanding between the Ministry of Environment and Forestry (KLHK) and GGGI. The project is guided by KLHK and Indonesia's Peat and Mangrove Restoration Agency (BRGM). Its goals and targets are designed to align with the Country Planning Framework of the Government of Indonesia and GGGI, contributing to the development of a green growth program.
