**MENTARI - Monitoring, Reporting, Evaluation, and Learning (MREL) Manager**
**Background**:
***MENTARI (Menuju Transisi Energi Rendah Karbon) is an ambitious four-year programme that formally started on 6th January 2020. The programme aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy. Led by the British Embassy Jakarta, MENTARI is implemented by Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The programme has a specific focus on developing the low carbon energy sector to best support the disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts.
MENTARI is delivered across the following four interlinked strands:
**1. Policy**: contribute to improved subsidiary policies, regulations, and guidelines that bring a more conducive business environment in the low carbon energy sector, by providing policy recommendations and capacity building to key stakeholders in the energy sector;
**2. Brokerage**: broker investment for low carbon energy projects, by bridging the gap between available funding and viable projects and supporting the development of low carbon financing mechanisms and de-risking tools;
**3. Demonstration Project**: deliver two small-scale low carbon energy pilot projects in eastern Indonesia to showcase a replicable, economically feasible off-grid business model that generates inclusive economic growth for rural communities. The projects will serve as vital proof of concept for the Policy and Brokerage Strands,
**4. **Collaborating & Networking**: improve knowledge exchange, learning, collaboration, and partnerships in the low carbon energy sector within Indonesia and internationally, by creating business and academic partnerships, organising workshops and events, and coordinating donor activity
Together, the strand activities aim to improve the policy (and business) environment to accelerate renewable energy uptake, improve access to reliable and affordable energy in eastern Indonesia, improve the productive use of energy, and support economic development. Gender and inclusion (G&I) is mainstreamed across the four strands and throughout all our activities.
MENTARI is seeking to engage an individual in the role of Monitoring, Reporting, Evaluation and Learning (MREL) Manager who will be responsible to deliver and oversee all MREL activities and deliverables of MENTARI. The role is primarily based in Jakarta and might require some travel within Indonesia, particularly eastern Indonesia.
Primary Duties and Responsibilities: Under the direction of the Team Leader, the MREL Manager will:
**Monitoring and Evaluation**:
1. Lead the enhancement and update of existing Logframe, Theory of Change, and MREL strategy (as and when needed), and build or refine MREL tools, processes and systems that can be employed during MENTARI Programme delivery, both by implementing partners and to improve internal MREL capabilities.
2. Lead and manage all MREL activities, based on MREL framework and all MREL related deliverables including but not limited to:
a. Regular and robust internal monitoring of programme strands, ensuring outputs and outcomes are reported on time against set milestones in the MENTARI logframe;
b. Provide technical oversight and quality assurance of data and information collected, collated and/or analysed internally and/or through third parties (sub-contractors) to ensure data reliability, validity and consistency with GoI/FCDO's data and information frameworks and reporting requirements;
c. Regularly update the Programme's Logframe on a quarterly basis with progress and results for reporting to FCDO based on Result Indicators and KPI
d. Support the development of monitoring tools for the Demonstration Project to ensure timely measurement of the key indicators
3. Oversee and provide support to the MREL Field Associate in coordination with the Demonstration Project Strand Lead.
4. Report to the Team Leader, and closely collaborate with all strands leads to ensure MREL is embedded in all strands;
5. Maintain an online database of evidence and means of verification for the progress and achievements of all strands within MENTARI. Including but not limited to Brokerage Investment Tracker, MENTARI Event and Stakeholder Engagement Tracker, and other monitoring tools.
6. Liaise with other Managers/Leads to design and implement evaluation studies (qualitative, responsive and baseline and end-line studies among others), 'nested' MREL plans for programme interventions and relevant stakeholder analyses as required;
