**Program Overview**
WRI Indonesia is national entity (Yayasan) associated with the World Resources Institute (WRI), a global environmental research organization that turns big ideas into action at the nexus of environment, economic opportunity, and human well-being. WRI work with various stakeholders in the natural resources sector to support policy and management that are both profitable and sustainable. WRI work with leaders in more than 50 countries for more than 30 years, with offices in Brazil, China, Europe, India, Indonesia, Mexico, and the United States.
Launched in early 2014, WRI Indonesia builds on WRI's 10-year history in the country, and strengthens our impact on the ground. In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include projects in the climate, energy, as well as city and transportation programs.
WRI Indonesia requires a self-motivated and highly organized individual to support its Operation Department as a Procurement Officer. She/he will support and work collaboratively with Managers, Project Operations Specialist, Project Assistant and Jakarta & Regional Offices with procurement and administrative support to enable the team to work effectively and efficiently.

**Job Highlight**
The Procurement Officer is responsible for carrying out the organization's procurement process to ensure the timely and cost-effective acquisition of goods, services, and equipment. This role involves sourcing suppliers, negotiating contracts, and maintaining relationships with vendors to support the organization's operational needs while adhering to procurement policies and regulations.
She/he will be based in Jakarta with teleworking arrangement and the possibility to travel out of town as needed.
**What You Will Do**
**Procurement Process and Documentation**
- Sourcing and Supplier Management
- Identify potential suppliers/vendors and conduct market research to evaluate their capabilities, pricing, and product/service quality.
- Organize the supplier selection process based on predefined criteria, including conducting RFQs, RFPs, and evaluating supplier proposals.
- Negotiate terms, conditions, and pricing with suppliers to secure favorable contracts.
- Prepare for approval request of vendor selection and recommendation from Budget Holder.
- Prepare and send notification of vendor selection result.
- Contract and Purchase Order Processing
- Process purchase requisitions and convert them into contract or purchase orders in a timely manner.
- Ensure accuracy and completeness of contract or purchase orders, including relevant specifications, quantities, and delivery schedules.
- Documentation
- Maintain accurate and up-to-date records of procurement activities, including purchase requests, vendor information, correspondence, contracts, and purchase orders.

**Contract and Vendor Management**
- Monitor contract performance and compliance with terms and conditions.
- Renew or renegotiate contracts as needed and manage contract extensions or terminations.
- Resolve any contract-related disputes or issues in collaboration with legal and relevant stakeholders.
- Monitor vendor performance and compliance with contractual obligations, quality standards, and delivery schedules in coordination with the users.
- Develop and maintain a vendor database, including vendor qualification and performance evaluations.
- Build and maintain strong relationships with suppliers, fostering open communication and resolving any issues that may arise.
**Cost Management**
- Identify opportunities for cost savings through strategic sourcing, supplier consolidation, and negotiation.
- Monitor and control procurement expenses within budgetary constraints.
**Stakeholder Engagement**
- Collaborate with internal stakeholders, such as department heads, project managers, and end-users, to understand their procurement needs and provide timely support.
- Provide procurement-related guidance and support to other departments.
- Participate in cross-functional teams and projects meetings as required.
**Compliance and Risk Management**:
- Ensure procurement activities adhere to relevant laws, regulations, organizational, and funder policies.
- Mitigate procurement-related risks and ensure compliance with ethical standards, such as Vendor non-compliance.
- Implement and enforce ethical and sustainable procurement practices.
**What You Will Need**
- Bachelor's degree in business administration, supply chain management, or a related field. Relevant certifications (e.g., Certified Professional in Procurement) is a plus.
- Proven experience as a Procurement Officer or in a similar procurement role
- Understanding of major funder/donor regulations and compliance requirements.
- Strong knowledge of procurement principles, processes, and best practices.
