This is embodied in the ASEAN's commitment in the UN Convention on the Rights of Persons with Disabilities (CRPD) and enshrined in the ASEAN's Community Vision 2025 towards an inclusive community. Advancing the rights of and welfare of persons with disabilities is at the heart of the ASEAN's thrust of leaving no one behind as ASEAN's contribution to global developments, particularly to the 2030 Agenda on Sustainable Development.In pursuit of the ASEAN's Community Vision 2025 as the strategic roadmap of ASEAN to realize a people-oriented, people centered ASEAN Community, the ASEAN Socio-Cultural Community Blueprint 2025 particularly outlined specific strategies that aim to reduce barriers and ensure accessibility of persons with disabilities.As a key milestone in ASEAN, the ASEAN Enabling Masterplan 2025: Mainstreaming the Rights of Persons with Disabilities (ASEAN Enabling Masterplan 2025) was adopted in November 2018. It builds on the gains and learnings from the implementation of the Bali Declaration on the Enhancement of the Role and Participation of Persons with Disabilities in ASEAN Community (2011) and the Mobilization Framework of the ASEAN Decade of Persons with Disabilities (2011-2020). Specifically, at the heart of the Enabling Master Plan is the fundamental belief that persons with disabilities are empowered agents of change, not mere passive recipients of welfare support from governments and charitable organisations.The ASEAN Enabling Masterplan 2025: Mainstreaming the Rights of Persons with Disabilities serves as our robust compass to promote and protect the rights of persons with disabilities across sectors and three ASEAN Community Pillars.Over two years into its implementation, ASEAN has shown steadfast commitment in ensuring that persons with disabilities are not left behind and that purposive engagement of various stakeholders especially organisations of persons with disabilities, private sector and civil society organisations is imperative to realize the mission of the Masterplan.The ASEAN Ministerial Meeting on Social Welfare and Development (AMMSWD) as the focal point for the inter-pillar cooperation oversee the implementation of the Enabling Masterplan, and will receive an annual report from the ASEAN Secretariat on the progress of implementation of the Enabling Masterplan in the three Communities and to be submitted to the three ASEAN Community Councils. Likewise, the progress of the Enabling Masterplan for the three Communities shall be reported to the Joint Consultative Meeting (JCM) by the ASEAN Secretariat.Under item V of the Enabling Masterplan, "A Mid-term Evaluation, covering the period of 2018-2021, and an End-of term Evaluation, covering the period of 2021-2025, will be conducted to monitor progress and evaluate outcomes/impacts towards achievement of the Enabling Masterplan under the leadership of SOMSWD. The Mid-Term Evaluation will consider enhancing the implementation of the Enabling Masterplan for persons with different types of disabilities, including migrant workers with disabilities, among others."Through the support of UNESCAP, the Monitoring and Evaluation Framework of the ASEAN Enabling Masterplan 2025 was
